Special-attack weapons aren't worn full-time — they're swapped in for a burst of damage or to lower a boss's Defence so your main weapon lands. A single good spec weapon can open up content that a raw DPS upgrade can't, which is why they sit in their own ladder.
When to move up a tier
Prioritise by what you're trying to do: a Dragon warhammer or Bandos godsword for Defence-draining, a Voidwaker or claws for burst damage. These are utility unlocks rather than sequential upgrades, so buy the one your target content actually calls for rather than working straight up the price list.

A special-attack sidegrade to the Bandos godsword — a burst nuke rather than a defence drain.
